Dominque Allen Sequeria-Carter, of Woodbridge, met up with the girl at a Woodbridge home sometime between Jan. 2 and 5, 2023, PWC police said.
While inside the home, the Sequeria-Carter sexually assaulted the victim on more than one occasion and recorded a portion of the encounter, police said. The victim left the home later that day without incident, and eventually reported the incident to police, prompting the investigation.
Further investigation revealed Sequeria-Carter later sent the video to another person. Following the investigation, detectives obtained arrest warrants for Sequeria-Carter, who was arrested May 15 without incident.
He was charged with two counts of production of child pornography, two counts of carnal knowledge, distribution of child porn, indecent liberties and solicitation of a minor.
